After you answer this question, please sign up for the division you would most want to be in. You can apply for a division transfer after the elections. If you're trying to fill positions in multiple divisions you don't have to apply right now. Some of the positions, such as the guild Banker, requires a lot of trust.
BTW everyone is by default in the Division of Pestilence until they sign up for another division.
Finally, all elections are open to every guild member. It's not limited to that specific division. Signing up for a division is going to be how you wish to be gauged in terms of progress. Officials are encouraged to be gauged in each manner as well. It is quite possible for a Division official to be a low rank in the Division, but i'm hoping if you sign up for those positions you're willing to work to be at the top in your division.
