To open it to more people maybe the requirements could be more than 13 in strength required more than 5 in flexibility required which it takes to equip it and I think would be about level 8.
Just a thought

To see it in the AH or Blacksmith, you can send it to them and they will see it and be able to equip it.
If you wanted a Moonstriker you could send me 13.4 million, I would buy it and send it back to you and you could use it, hell I think Taanz was using a Moonstriker at lvl 31 or something.

Moonstriker requirements
More than 43 in strength required
More than 15 in flexibility required
So if you start with 1 Strength and 1 Flexibility the earliest you could equip a moonstriker is level 28

Hellfire bought mine for me yesterday at the same price. Weapons will never be less than half price. After they reach 50% of there value no matter how much more radiance you put on the price doesn't change. I found that out when I got my triblade.
