What Quest is the mermaids found on? and what level is the quest at?

Smuggler's Cove is the way to go. The stupid part is, you gain the quest in one location, but you have to actually do it in another.

trick is, do an easy quest in the city you actually do the smugglers quest in, after you finish smugglers do the easy quest (thieves in the dark will work), turn in for thieves and whala, both are reset so you never have to go back to alvin's cove and you also had a 2nd chance at a nailclipper.

I do smugglers and all that glitters that way. Both drop nailclippers. I find I level up reasonably fast there too.
